M13 Payments to facing natural or other specific constraints (ANCs)
Payments for farmers in such areas should, by encouraging permanent use of agricultural land, contribute to preserving rural landscape and to preserving and supporting sustainable systems of farming.
The measure compensates additional costs and loss of income in connection with limitations to agricultural production. Agricultural enterprises farming in such areas achieve lower production than farmers farming in favourable areas. A long-term reduction of economic results of agricultural enterprises in areas affected by natural limitations could lead to gradual marginalisation of those territories and could result in abandoning the agricultural land with an impact on ecosystems dependent on agriculture in areas with natural constraints.
