The Common Agricultural Policy (CAP) is one of common policies of the European Union.

On 12th October 2011 the European Commission presented a set of legal proposals designed to make the CAP a more effective policy for a more competitive agriculture and development of rural areas.

Report of the plenary session of the European Parliament concerning MFF (2014 – 2020)

On 13th March 2013, the European Parliament backed a non-binding resolution rejecting the 8th February Council Conclusions on the Multi-annual Financial Framework (MFF), calling for greater flexibility between budget headings, sufficient support of economic growth, creation of jobs and lowering of the structural deficit. Also, MEPs demand to increase investments in innovation and R&D in order to recover EU economy and to meet the goals of Europe 2020.

Irish Council EU Presidency Compromise text on the CAP reform proposals (General approach)

On 19th March 2013, after hours of difficult negotiations, EU agriculture ministers reached agreement on a general approach on the entire CAP reform package. Discussions on setting up CAP after 2013 moved significantly forward, although this is only the first step in negotiating agreement between the EU institutions.

Communication from the Commission - CAP towards 2020

Based on the outcome of the public debate and the exchanges of views with the Council and the European Parliament, the Commission presented on 18th November 2010 the document Common Agricultural Policy (CAP) towards 2020 which outlined options for the future CAP and launched the debate with the other institutions and stakeholders.

Conclusions of the European Council

Progress within the CAP negotiations is closely linked to the Multiannual Financial Framework agreement (MFF 2014 – 2020). After the failed summit of 22nd – 23rd November 2012, the heads of state and government of the EU Member States reached a political agreement on the financial framework for the next programming period during the meeting of 7th - 8th February 2013.
